The Ministry of Planning and Investment estimates that the growth of the second half of 2018 is not as clear as in 2017.
Prime Minister Nguyen Xuan Phuc affirmed his determination to achieve GDP growth of 6.7% in 2018 and inflation below 4%. Halfway through 2018, the economy has achieved positive results, outstanding 6 months GDP increased 7.08%, the highest in the same period from 2011.

However, inflation is tending to increase when CPI in 6 months reaches 3.29%. Minister of Planning and Investment Nguyen Chi Dung said that CPI in May and June increased by 0.55% and 0.61%, respectively. "This is a high level of growth if it continues so it is very difficult to control the target CPI of less than 4% per year," noted Minister of Planning and Investment Nguyen Chi Dung.

Under the pressure of inflation in the last 6 months of the year, Prime Minister Nguyen Xuan Phuc demanded specific measures in the areas to reduce CPI under 4%. With some specific areas, the PM said no increase in electricity prices, new qualified prices for health services in 2018.

With economic growth, the Government emphasized that the Government is determined to achieve GDP growth of 6.7% in 2018, of which the third quarter GDP should reach 6.53% and the fourth quarter would be 6.36%. "Achieving a very important growth target for reducing public debt, increasing budget revenues, creating jobs," said the prime minister, recalling the positive impact of high growth in 2017, level 6. , 81%, the size of the economy over 5 million billion has reduced public debt from 64% of GDP to 61% of GDP.

However, according to Minister Nguyen Chi Dung, the economy in the second half of 2018 will face many challenges if it wants to achieve GDP growth. Firstly, the key driver of growth in the second half of 2018 is not as clear as in 2017.

Mr. Dung said that in 2017, the manufacturing and processing industries increased dramatically with the significant contribution of two large foreign invested enterprises (Samsung) and Formosa. However, in 2018, the Formosa plant put the No. 2 blast furnace into operation in the second quarter, so the breakthrough factor of the last quarter of 2018 is unclear. If the Nghi Son oil refinery project is put into operation, it is expected to have a breakthrough momentum. As a result, Minister Dung proposed to focus on reviewing, removing difficulties and accelerating the progress of large projects into operation.

Referring to the tense trade war, there are signs of widespread spread between the United States and China, the EU ..., the chief of the evaluation plan, will be the challenges and opportunities for the Vietnamese economy. He analyzes, when not being the object of the trade war, Vietnam can take advantage of increased exports or imports of cheap goods.

Trade tensions will also be a challenge when affecting the economy, global trade, increased competition and indirect effects on developing countries, including Vietnam. Accordingly, according to the Prime Minister, close monitoring and research should be developed to build appropriate responses to take advantage of opportunities and respond to the challenges.
